In a move forced inpart by Amtrak's Legal Dept and Insurance Carrier, Amtrak is dropping Charter trains and restricting Pvt car switching to locations where the dwell time at the station is greater than 30 minutes(Crew base and servicing stops). Due to wrecks near Tacoma Wa and Caycee NC,along with the Charter train accident at a grade crossing in Va, Amtrak's Legal Dept with the Insurance carrier have declared Charter train ops NO longer worth the RISK.
This will affect Steam Loco trips on Class 1 RR's,any fantrips on freight only routes,and any charter train trips off the NEC Unknown for now if the Pro team charters on the NEC are affected.

So when a bunch of Congress people accidentally learn what Operation Lifesaver is all about, and when the risk is perfectly OK on every scheduled route every day, Amtrak's solution is a meaningless attempt at "risk management?"

More likely an Insurance rate increase,to a point that Congress will notice. Amtrak has put a deadline on tenant roads on the NEC to have ACSES installed or NO NEC access after 12/31/2018. NJT is under the "GUN" to get ACSES gear installed on their fleet,seems SEPTA,MARC,and MBTA are in good shape for now. Also reviewing host RR's that have a PTC waiver on operational risks,PAR and NECR are under that waiver.
Again,this is Amtrak's Legal beagles and Insurance carrier FORCING the issue

After an appeal by the Va Governor,Amtrak will still operate the annual "New River Train" charter to Hinton RR days event. IF there're signed contracts for other events,Amtrak may have the legal requirement to fulfill the terms of that contract, unless Mr Anderson has canceled them and refund any $$$$ paid. This is still "in flux" for now.

On 04/18/2018,Amtrak issued "NEW" Guidelines on PVt Cars and Charter train ops,in some cases,the Host RR does the switch move to put on or pull off pvt cars. The .pdf files are attached to this post,along with added locos .pdf
