Good question. I'm always surprised that you can't find an exhaust muffler, but in general HEP conversions were unique to each railroad. Yes, there's similarities, but if someone makes a Rock Island set, it won't work for Milwaukee Road or Amtrak. I think that discourages someone from making the parts. Plus, they ain't many of us modelers that need these, methinks. Which is a pity, as the HEP-converted pre-homogenized stuff is way cooler than the new stuff.

In some cases, the RR involved would use parts "on hand" for the conversion,You could use whatever is in the spare parts box,as long as you remove any remaining steam generator details from the roof hatch. For a Muffler, I used a piece of K+S rod and a piece of K+S tube, drill a hole to stick 1 end in, lay the part on the roof and bend the other end up"skyward". paint it a sliver-like color, then lay a coat of black soot/rust on.

I do mine about the same as backshophoss, except sometimes I'll use styrene rod for the bend out of the muffler and down into the hood, just because it handles the tighter bend more easily.

Here's how I added HEP to a F-7,using parts on hand. Attachments:

Been working on this for awhile on and off due to drive issues, now fixed,a "Blue Box" SDP-35m in a "foolbe" Santa Fe paint scheme,to become NMRX 190,used on the "what if" 403(b) "El Pasoan" train or as relief power on the "what if" ABQ-Las Vegas NM commuter turn. 1st pic is after removing the steam generator roof details, the 2nd is on a test run at the setup with the cooling fan installed Attachments:

I wish someone could make the hep mufflers for a mbta fp10 and a bn e9. I think the best way to make those would be 3d printing.

Depending on how the HEP installation was done, the mufflers were sometimes hidden inside the carbody. Factory installs of the F59's HEP were hidden inside the bodyshell, same with the MP-36's with the Cat "Gen-sets",no visible muffler. I'm not quite done with detailing 190 yet, waiting for some detail parts to show up.
